1. All the above are the types of clutch & brake and the basic use methods of decelerating. When the clutch completely joint with,
    rotating speed of clutch must meet 10% of highest speed of drive wheel or spindle wheel. Or give the clutch 10% torque
    generated by the maximum tension of brake's interwork when the clutch as the lowest using rotation speed,this'll keep clutch
    be in the lowest sliding state.
2. No brake may be considered, if normal state can exist when inward-side tension is more than outward-side tension.
3. No clutch may be considered, if normal state can exist when inward-side tension is lower than outward-side tension.
4. When the difference between inward-side tension & outward-side tension is lower than minimum control torque, it's
    necessary to install both clutch and brake.
